A Content Strategy (sometimes referred to as content marketing or inbound marketing) is the planning process of creating and implementing content for the purpose of solving your customers potential problems.
Developing a content strategy means you discover the current needs or problems that your customers have. You develop content based on those needs. You use that content to drive leads to your site.
By developing content that answers questions, you become a resource for that customer. By educating your future customers, you are building a relationship that could eventually lead to a sale.

Step 1-Create Content
Creating content is a process that requires a dedicated commitment. Every small business is capable of creating their own content.
Just tracking the questions that customers ask and answering those questions with a blog post each week is a very effective way to create content.

The idea here is to place the content in front of the type of people who may be looking for it. Afterall you can't catch a fish if you don't cast your line out there to see what will bite.

You have to have traffic to your website in order to create leads. If you have no traffic coming to your site, then your chances of converting online are nearly impossible.
